The Principal, Mirus Empire; Mr. Olumati Isaiah has in a concise write up, countered the 10 points presented to Governor Wike by Rivers Entertainers who marched from Port Harcourt Pleasure Park to Rivers State Government House on Thursday, May 8, 2019.
Read below his suggestions as to how the point would have been presented instead.
“With regards to the Entertainment Stakeholders Walk held some days back, I found these points on a blog and it was captioned;
10 POWERFUL INTELLIGENT POINTS THE ENTERTAINMENT STAKE HOLDERS TOLD GOV NYESOME WIKE
Below are the 10 “powerful intelligent” points
1. Request enabling environment and interface between the Rivers State Government and the Entertainment Stakeholders, where the governor and the stakeholders will interact ( like a town hall meeting with Entertainers).
Enabling environment? What and how does one define an enabling environment in the light of entertainment for Rivers State?
I might say an Emphatic Yes, basically because of the upsurge of insecurity. After this, what more do we define and would pass for “enabling environment”? I think a more direct, apt, lucid, concise and precise resquest in that light should have been made. An example would be ; To help curb the security challenges in the state.
Interface between Government and Entertainers.
Isn’t this why there is the Ministry of Tourism and culture? The interface point had already been created.
I think the Governor is already enamoured for responsibilities and since there is an existing arm of Government saddled with this responsibility, the Governor should be allowed to man other responsibilities while receiving reports for leaders in desgnated arms.
I would rather with strong point call for the removal of whoever is responsible at the Ministry of Culture and Tourism if we feel that the said person is under performing. That would be a more ‘Intelligent’ request.
2. Platforms; International standard Entertainment Village.
I think this request would make more sense if there is an already desgined idea on paper which could be made as a presentation to the Governor showing how this will make for business sense for the state, where the return on investment lies, a 3D representation of the facility and a ready market for it.
This idea sounds good on paper. I recall that there is an entertainment village in Port Harcourt owned by a certain lady. Regardless of the standards, my question is, how many have taken advantage of that facility?
Another question will be, how many Governments of the world have created entertainment villages?
Taking Lagos state Nigeria as a close case study, how many entertainment villages has the government built that has allowed them churn out the many standard music videos and movies that has been made avalaible and accepted across the Adrican space with extention to other parts of the world.
Any smart thinking entertainment person should know and pray that the Government never thinks in this direction because this will be taking away business from the private entertainment investors. This is a very bad idea. I am not sure how this passes for ‘Powerful and Inteligent’.
3. Franchise; Establishment of standard State owned or franchised Entertainment Television stations in the state.
My thoughts ;
The big question is, what is a Franchise?
How many State owned or Federal owned media houses across the world are franchised?
Why are media houses owned by Government not franchised?
Asking intelligent questions would save people a lot of stress.
We already have Rivers State Television (RSTV), for the life of it, I agree that it is a mess. However, what I find even more silly, is asking the Government to get another expanse of land to build another state owned facility because of entertainers where she can rather upgrade and rebrand the existing facility.
This request is neither powerful or intelligent.
It show how much of waste this body will be should it be handed any large chunk of money or made to man the entertainment affairs in any capacity.
4. Request for more Rivers State sponsored International standard event and concert.
This may not be a bad idea but if the state is to embark on this, the question I would like this body to answer is why?
Countrymies and states do not embark on projects like this because they can or for the fun of it.
It body can backup her request with a why, with a tangible problem the concert can solve for the Government and Rivers State then it could be given a short.
Allow me to put out this open question out to the organisers;
In the NOW time as a state what problem can and will a state international concert solve for Rivers State?
5. Access to grants and interest free loans to enable Rivers State produce standard contents like Cinema movies, music video, promoters and bloggers page ads.
I think this one is just a joke.
The Federal Government under the disoensation of Dr. Ebele Goodluck Johnathan put up grants for entertainers. Many of the big screen movies that have rocked our theathers are products of the grants e.g Wedding Party.
The world over is littered with all kinds of grants targetted at the African space.
In the city of Port Port Harcourt there is a grant issues company called GROFFIN which has continue to look and literaly beg the citizens of Port Hacourt to come and take money. How many entertains have come forth and how many qualify legally, and with proof of concept to access this grant.
Two years ago, the Federal Government Grant hit Port Harcourt, powered by a certain bank, only 6 Port Harcourt entertainment enterprises could be considered. Reason? They were the only ones who came forth as a registered Enterprise and were taxable.
Before you ask for something this much, you must do an internal Audit, to be sure that the people you advocate for pass the test of reponsibility at that level.
This request at this time just an entitlement driven request.
6. Enactment of Rivers State Entertainment Advancement bill which will be past into law, to compel or encourage multinationals to partner and endorse Rivers State based brands.
It is no news that, Tiwa Savage has been taking up by Universal Records. It is no new that Sony Record have presence in Nigeria and have partnership with sevral enteiners and brands.
Really, this industrybis a very private investor driven industry and where we are now, now private investor requires a policy in this direction. They just want to see your papers, your works, proof of concepts, your profit magine, your organisation structure and they will be in.
We do not need a Government policy to drive this. We need to Work and not walk. Lagos does not have a policy.
I’m i saying we do not need policies surrounding the entertainment? Emphatically no. We do, but not this one in the request.
This is not intelligent and powerful shouldn’t be mentioned.
7. Tax rebate.
This one made me laugh. When a bunch of people of which the bulk are not taxable begin to ask for a tax rebate I wonder what rebate they need.
But then again, the entertainment in industry (Creative Industry) is amonge the 27 industries which the Government in 2017 granted a 5 years tax Holiday/Rebate.
Aha! They do not even know.
Why ask tge Governor for something that is already in place even from the federal level?
7th August 2017 Premium times had it published. The Creative industry along side industries such as e-commerce and mining all have a 5 years tax holiday or rebate.
Intelligent or uniformed?
You guess is as good as mine.
8. Creation of ministry or agency that would directly over see the affairs of the Entertainment stakeholders headed by a practitioner of the sector.
What is the ministry of culture and toursim for?
Do they require another ministry?
If yes, is Mr Governor a law maker?
This one is the dumbest request.
Nothing close to intelligent.
9. Yearly Carnival or any related yearly Entertainment functions.
Why, why, why,..
To what end really?
10. Congratulate Gov Nyesom Wike re-election victory and thanked him for the world class Port Harcourt Pleasure Park he built in the state
This is the only thing this team did right.
I feel a pain both mentally and emotionally that we can embarass ourselves like this because we consistently play down on study and right thinking.
The entertainment today is for very very bright minds and the Aluta spirit of the University is not the kind of spirit needed to drive home the furture we so require.
Lastly, I respect the organisers and all of their hopeful drive but then this is not just the best brought to the table.
